the syspref 'HomeorHoldingBranch' was added @ 3.00.00.026
to partially address this, but it doesn't look like it was implemented.

this syspref should be replaced by 'CircRulesControl' ,
with a choice of 'items.homebranch,items.holdingbranch,borrowers.branch' .
