It's completely random whether sql files in sql-datas will be successful
because there is currently no way to specify the order of execution. This is
because the list of available files is stored in a hash that has a random
order. So the installer will fail on a somewhat random basis.

I've marked it as a blocker because it must be fixed before the web installer
is released in 3.0.
