Yes, it is owed to the fact that Issues is an ambiguous term for you.
So that : Claim Issues relates in fact to Serial Module and Not to Circulation.
Solution I propose : 
Changing Claim Issues to Serial in both letters *and* claim serial issues.
It this  OK ?
