Remove check for nonexistent OPACDisplayItypes system pref

Another correction to my first comment: the noItemTypeImages system pref is not
passed to OPAC pages, so using that isn't an option at the moment. This patch
simply removes the check for OPACDisplayItypes and enables display of itemtype
icons by default.
