When creating a new branch, all the checkboxes for "Groups" start empty.  This
seems to be counter-productive.  

>From what I understand, the default should probably be ON for:
~ Branch Library
~ Current Library 
~ Holding library
~ Lending Library 
~ Permanent Library 
~ Status ?

That is to say, everything but consortium and system.
