Functionality  did exist prior to the recent upgrade.  See comments below:

<<When trying to edit the SQL or create a report in the guided reports wizard
to only option for type is Tabular, both Summary and Matrix are grayed out.
This is occurring even if the report to be edited was a Matrix.>>
