While I understand this - it's a big issue - particularly to our customers
since they use Koha as a CMS and follow this tutorial:

In short - they need the power to add new pages (aka preferences) via the UI -
so I say we can change the bug title - but not wait until 3.4 since it's not a
new feature - it was a feature in 3.0 that is no longer there :(
