Pushed followup patch.  However, the description for OPACPatronDetails is now
wrong: it does not disable the patron details tab but controls whether or not
the user can send an update request.

I suggest converting it to a Choice with three options following Agnes
Rivers-Moore's suggestion:

* hide details tab
* view-only details
* allow update
