For using with the zebraqueue daemon script I propose refactoring
rebuild_zebra.pl script so we can avoid spawning a new perl interpreter each
run. Server load in mind.

This is an initial submit so we discuss this topic with something concrete to
talk about.

Another option would be to just use a shell script.
