The should all show the authorized values - otherwise why bother having them?  

In particular Use Restrictions - I have an academic library who want the
patrons to see any restrictions on use they might apply - and why have a field
and an authorized value if nothing it doesn't do anything? :)

Now - if bug 4237 goes through then at least the library have a way to
communicate item statuses with patrons - but right now I have librarians asking
how to actually show the status they want.
