This needs to be pushed to both Master and Stable. As of right now, all non-dev
installs ARE BROKEN. The patch for Bug 929 added
Koha/Template/Plugin/KohaDates.pm, but without the patch for this bug, that
file will not be installed. This is true for 3.4.x, 3.6.x, and 3.7.x.
