[PATCH] Bug 11434 - in late order page remove the link around basket for user
without required rights

This patch removes the link around basket number in late orders page if the
user does not have order_manage permission.

To test (you must have some late orders...):
A. With a user with order_manage permission
Go to lateorders.pl page
Check you can display the basket by clicking on the basket number displayed in
"basket" column

B. With a user without order_manage permission
Go to lateorders.pl page
Check there is no link around the basket number displayed for each order
