The feature was introduced by bug 5782. The needed behavior is for adding a
record from an external source. Modifications were made in neworderempty (where
the current link "Add order" redirects), so I don't think the behavior was
needed for the addorderiso2709.pl page.

I confirm the issue. The biblioitems.isbn field is filled with an isbn 10 by
the import tool. It is not in this scope, but it is worth to open a new report.

It is the same behavior with or without these patchs: If a value is given for a
biblio, it is kept. Else the "default value" (i.e. the value in the "Accounting
detail bloc) is used.
