I think that for this to pass QA and eventually been pushed we need a test plan

1) A way to check what error this patch is trying to fix, i.e. how and where to
look encoding problems (add sample record/data)
2) How it's fixed

In it's current incarnation this is a simple patch, but it's not clear how to
test.
