Bug 11096: Remove use of MARC::File::USMARC from AuthoritiesMarc.pm

Thats it.

To test:
- Apply the patch
- Test authorities search in all its flavours (staff and opac).
- Use the dontmerge syspref to try the AuthoritiesMarc::merge function.
