The only part of this bug I can duplicate is the part where saving an empty
authority record returns a false duplicate warning against an existing
authority. Since this is an edge case which doesn't really cause problems for
the user (just a false warning) I don't think this needs to stay open.

The other aspects of the bug--nonexistent records, missing records--I couldn't
reproduce.
