Rephrasing does nothing to fix the issue. The problem isn't that the too_many
message is wrong, it's that it is triggered by almost all situations where a
patron cannot place holds. That makes it not useful. This patch changes that so
that it displays only if no other limitations exist, which means the patron
really has simply placed too many holds.
