Bug 14504 QA Fixes -- use TestBuilder, remove do_not_commit

Use t::lib::TestBuilder in t/db_dependent/Items_DelItemCheck.t

Remove the option 'do_not_commit' from C4::Items::DelItemCheck.

Whitespace cleanup.
