Bug 16050: Go 'back' to stage MARC records instead of going to Tools home

To test:
1) Go to Tools -> Stage MARC for import (tools/stage-marc-import.pl)
2) Upload any file (just for testing purposes)
3) Click Stage for import
4) Click Back (under Manage staged records)
5) You should now be redirected to the stage page rather than tools home.
