Bug 17554: Koha::Patrons - Remove GetBorrowersWithEmail

C4::Members::GetBorrowersWithEmail can be easily replaced with
Koha::Patrons->search({ email => $email });

Test plan:
Confirm that you are still able to use PKI authentication
