Ah, I realise what I did re digests.

The important thing here isn't overdues, it's "hold filled" - especially for
print notices. 

At the moment you can't digest hold filled notices, which might make sense for
SMS or email notices that go out immediately, but is a pain for print notices
when a large number of holds become available for the same patron all on the
same day.
