Wouldn't it be easier to do:
+    $pdfformat = "acqui::$pdfformat";
and for each module:
+package acqui::pdfformat::layout3pages;

And move to the Koha namespace if they are refactored? Would be good candidates
for more object oriented approach, i guess.
