QA review:

1) Letter text

+We want to inform you that borrower <<borrowers.cardnumber>> has just created
a new comment on <<biblio.title>>, which is biblionumber
<<biblio.biblionumber>>.

Instead of telling the biblionumber in the text, why not add a link to the
record instead? To make this title more distinguishable we could also make use
of the new fields (subtitle, parts, number).

These seem a bit unusual and very developery for formatting:

I think using standard formatting or just ----- would work better here.

Signing a letter to the libray with 'the library' seems a little odd to me :)

2) Convert database update to .perl

The RM will be happier.

3) Capitalization

notification (template code COMMENT_CREATED) when a Borrower adds/modifies a
review/comment for a Biblio. Set to empty to disable sending email

Biblio and Borrower... Same for the description in the SQL statements.
