I still have one issue with this: 

I don't like -1 in illrequests.status_alias meaning 'no status set'. I'd be
much happier with NULL. But I think we should be able to work this out
separately from this bug and maybe at the end or on another branch of the 'ILL
tree'. Maybe others can give some input then too on how to handle the situation
with the Authorised values best.

The functionality works now well enough for me to pass it and move on.
