Hi Charles,

You are proposing to rewrite a core feature of Koha, a very important
functionality that will affect circulation and holds. I think there should have
been an RFC from the very beginning to be honest, before even starting this
work.
I think it's unfair to expect anyone in the community (testers/QA, often
volunteering their time) to go trough 190+ bug comments, mailing list mails and
IRC logs to get a full picture of how this is supposed to work, what the
advantages are etc. An RFC can serve the purpose of one central piece of
documentation that is kept current with changes in the development for a big
feature to avoid information being scattered everywhere. The wiki is better
suited for this than any of the others.

That's my opinion, but of course, you can also approach the RM and others.
