It's something to do with the hard coded z connection port in the tests.. but
there's also an obvious lack of /etc/koha/sites/kohadev/z3950 so the configs
are missing and nothing starts the new daemon..

In short.. it's a few things together that cause the failures.. I don't think
it's anything major to worry about with the actual bug itself.. just a matter
of making Jenkins happy again.
