Similar to the 
PatronSelfRegistrationLibraryList       
Enable the self registration for the following libraries: 
 (separate branchcode with |). If empty, all libraries will be listed.

Allow multi-branch libraries to turn on purchase suggestions only for libraries
that will use the feature.
