Currently, if a plugin has configurable settings, the plugin author implements
the "configure" method, adds a TT template and handles all that, which is quite
complex.

In addition to that method, there should be a way to make easier plugin
configs:

If there is a "configure.pref" file in the plugin, use that in the same way we
use *.pref files for making system preferences, so the plugin author doesn't
need to implement anything else.
