Hi all, 

I've rebased this patchset, added a missing change to kohastructure.sql, and
merged the following 4 patches into 1 patch:

-  Bug 26346: Add option to make public lists editable by all staff
-  Bug 26346: Add edit_public_lists sub-permission enabling patrons to switch
'owner only' public lists (which they're not the owners of) to 'staff only'
lists
-  Bug 26364: (QA follow-up) Do not crash on anonymous OPAC user
-  Bug 26346: (follow-up) Fixes in response to QA

I have also reworked the test plan to hopefully make it more succinct, and
easier to follow.
