Hi Kunal,

it is recommended to always use the installation instructions linked in the
release notes. For Ubuntu these would be:

Are you trying to log in from 

http://23.239.31.27:8080/cgi-bin/koha/admin/authorised_values.pl ?

Please try and see if the problem also occurs when you log in from:

http://23.239.31.27:8080
