In hindsight, I have no idea what I was talking about. I think that my brain
may have been stuck on PostgreSQL's "timestamp without time zone" data type
which doesn't store UTC internally and uses local time instead, which has
caused me problems in the past with legacy systems. 

I withdraw my earlier comment as today it doesn't make sense to me.
