Hi Marcel, 

1. I've rebased the third patch 'Bug 26346: Add option to make public lists
editable by all staff'. It conflicted when applied on master.

2. Have amended the sixth patch 'Bug 26346: (follow-up) Fixes in response to
QA' to address comment #49 - along with a test plan for the comment #49 fix in
case that's something you wanted.

- All types of public lists are now displayed in the 'Lists' dropdown in the
OPAC header to both un-authenticated and authenticated users

- When an un-authenticated user (i.e. not logged in) selects an item and tries
to see what lists they can add said item to then only "Anyone seeing this list"
public lists show as available.

- 'Owner only' and staff only' lists are only displayed as lists which can be
added to if the OPAC user is A) Logged in and B) Permitted to add to those
lists.

This is essentially the same behaviour as happens on master with regards to
'owner only' public lists.

Ready for review.
