I have a library that has been carrying this customization for a few years now.

To be acceptable for Koha, I think that we'll have to wrap it with a system
preference. 

Perhaps "AllowItemsOnLoanCheckoutSIP" (patterned after
"AllowItemsOnHoldCheckoutSIP").
