Odd, in staff I get «Too many holds: Jane Doe has too many holds.» So no holds
at all can be placed.

OPAC: «This title cannot be requested.»


Also

> 4 - Attempt to place hold from opac or api
> 5 - Hold is not allowed

I can't place at all an OPAC hold when "OPAC item level holds" : don't allow
I get «There are no items that can be placed on hold.»
