This does not apply cleanly to 19.11.x please submit one formatted for 19.11.x

The merge conflict in Koha/REST/V1.pm is quite large and complex so we weren't
confident trying to fix it.

(I did fix the merge conflict in Koha/REST/Plugin/PluginRoutes.pm okay though)
