I am also able to recreate this in master, same 500 error as Andrew. These
pages seem to be the ones effected:

"/cgi-bin/koha/tools/export.pl"
"/cgi-bin/koha/tools/manage-marc-import.pl" 
"/cgi-bin/koha/tools/stage-marc-import.pl" 
"/cgi-bin/koha/tools/upload-cover-image.pl"
"/cgi-bin/koha/svc/cataloguing/metasearch" 


These files are all listed in apache-shared-intranet-plack.conf with the
comment:

# FIXME: These scripts should be fixed so they
# don't break under plack/starman
