Ohio libraries use a service provided by the State Library for sending SMS
messages where email is directed to their gateway for conversion into an SMS
message. This means that we aren't using email to SMS by sending an email to a
mobile provider, we're sending to a service that works with the mobile
providers. 

We don't want this feature to go away as long as we have access to that
service.
