I support this feature as well.  Just last night a Library Board member asked
me why she couldn't cancel a hold that was waiting for her on the hold shelf. 
It should definitely be a system pref because I'm sure some libraries would not
want to enable this behavior.  I like the idea of having a link to the
cancelled holds appear on the staff home page along with the other things
(pending suggestions, patrons requesting modifications, etc.) staff need to act
on because that would make it front and center.
