Test Plan:
1) Apply these patches
2) Place a hold for pickup at Library B
3) Check in the item to create the transfer
4) Check in at Library C
5) Get the error "The reason parameter is mandatory at
/usr/share/perl5/Exception/Class/Base.pm line 88"
