My idea with bug 14162 was to move this into a file that would be manipulated
using a CLI tool, or the UI, and we can maintain  with our packaging tools.

The main problem I faced, and raise here: it would be great to have a way to
split the configuration with includes, for example: the ldap config could be a
separate file.
