Bug 29138: Use zero instead of no in LoadSearchHistoryToTheFirstLoggedUser

To test:
- apply patch
- set LoadSearchHistoryToTheFirstLoggedUser to 'Don't add'
- confirm via sql that value=0
- confirm on OPAC that search history is not loaded to account on login
