Would love for there to be an export/import tool that could be used for
environment setup and test data.

The concept of this is that you could export the basic structure of your
production server (not patrons or items, but css, jquery, reports, rules,
preferences, etc), and import it quickly into a sandbox so you could test your
setup against the master.  Then, if you created sample items and patrons,
export your setup and test data from the sandbox.  That way you could reuse
these setups against a sandbox easily without having to start from scratch.
