I absolutely agree with this one.  This setting should not be so generic.  The
nature of some bibs requires being able to place holds on items from the same
bib you have items currently checked out, like periodicals and serials.  But we
don't want EVERYTHING to act this way.  This has been a major headache with
Koha.
