Please share your cataloguing plugin code. (Via a patch or just copying into a
comment.)
And tell us which Koha version you are on.

When I am reading your comment, I get the impression that you are mixing up two
things: we have cataloguing/framework plugins and we have ... plugins
containing custom perl code called by predefined plugin hooks for registered
plugins.
The cataloguing plugins are not governed by koha-conf.xml but via the framework
in Administration. You connect those plugins on specific field/subfield.
