Bug 25846 introduced a new feature to display only one image at a time, if a
record has more than one image.  This feature is being carried over to the OPAC
in bug 26933.

It would be useful to mark one of the images as the default.  There should be a
global setting, and then an individual record setting that overrides the global
default.
