Mason's reply was the answer.  Instead of going through all the patching above,
merely running the following two sql queries on the library database allowed
the koha-common upgrade to complete without error.

ALTER TABLE `deleteditems` ROW_FORMAT=DYNAMIC;
ALTER TABLE `items` ROW_FORMAT=DYNAMIC;
