If a library has turned on the system preference CircConfirmItemParts, the
option to confirm the message in the 952$3 is turned on.  However, if a staff
member doesn't have the permission, Force checkout if a limitation exists, the
staff member at checkout will not get the option of checkout or not checkout,
they will just see a "continue" option. At check-in, the staff member without
the force's permission will see the appropriate options.

Test:

!. Turn on system preference, circconfirmitemparts
2. Have a staff member without permission,  "Force checkout if a limitation
exists " check out a book with text in 952$y.
3. Observe staff will only see the yellow box, with the option to continue.
4. Have a staff member with this permission,  Force checkout if a limitation
exists " check out a book with text in the 952$y, see they get a yellow box
with the option to "yes checkout" or "no checkout"

We should have this consistent regardless of permission. The confirmcircparts
option is important to libraries to identify to their staff that there are
steps to be done prior to checkout.
