Bug 30461: Fix BatchUpdateAuthority

Use of inherited AUTOLOAD for non-method
Koha::BackgroundJob::BatchUpdateAuthority::ModAuthority() is
no longer allowed

Test plan:
Use the batch authority tools to edit authority record and confirm that
the task processes correctly
