Bug 30373: (followup) Optional SUGGEST auth values

This patch adds 3 SUGGEST optional auth_val.yml

This authorized value is used in UNIMARC default bibliographic
framework.

To test:
1) Do a clean install with optional files or load the YAML file
2) Verify new SUGGEST values are in the database
    SELECT * FROM authorised_values WHERE category = 'SUGGEST';

    Check new values Budget, Expensive and Poldoc
