We lose a tiny bit of functionality with that follow-up... one can no longer
select the framework as part of the action.. but it's actually the same number
of clicks in the end.

i.e

Before
1. Click the down arrow on the toolbar button
2. Click the framework
3. Start cataloguing

After
1. Click the button
2. Start cataloguing in the default framework
3. Click the settings button to select framework
